Fraud,
Waste and Abuse
What exactly is Fraud, Waste and
Abuse in the U. S. Army Cadet Corps? First it is best to understand
the definitions provided in ACAINST 5041.2 :
Fraud
Any intentional
deception or attempted deception, by misrepresentation of a false fact or by
suppression of a true fact, for the purpose of:
(1) Inducing
U. S. Army Cadet Corps reliance on that deception; or
(2) Depriving
U. S. Army Cadet Corps of something of value; or
(3) Obtaining
a benefit, privilege, or consideration to which a party is not entitled.
Examples
of “Fraud” include, but are not
limited to, offer, payment or acceptance of bribes or gratuities; making false
statements; submission of false claims; use of false weights or measures;
evasion or corruption of inspectors and other officials; adulteration or
substitution of materials; falsification of records and books of account;
arrangements for secret profits, kickbacks, or commissions; conspiracy to use
any of these devices.
Waste
Negligent
or improper use of U. S. Army Cadet Corps resources which causes needless expenditure of resources,
or the loss or degradation of such resources beyond normal “wear and tear” of
the proper use of such resources.
Abuse
Cruelty,
oppression, mistreatment or arbitrary and capricious exercise of otherwise
lawful powers which creates a hostile environment, adversely affects the
membership privileges of another U. S. Army Cadet Corps member or results in personal gain or
advantage to the person exercising such powers.
Neither Fraud, Waste or Abuse is acceptable in the U. S. Army Cadet Corps program. If you have knowledge of Fraud, Waste or Abuse occurring
you are obligated to contact the Office of the Inspector General, via your chain
of command. Please reference the Complaints Program Instruction (ACAINST
5041.2).
